Auditing Services

RFP # 21-12

The New River Solid Waste Association (NRSWA) is issuing a Request for Proposal (RFP) for Auditing Services at the New River Regional Landfill (NRRL), an active municipal solid waste landfill in Union County, Florida. The Accounting Firm shall be qualified certified public account firms in the State of Florida, pursuant to Section 218.391, Florida Statutes.  The selected Accounting Firm shall perform annual external independent audit and the Schedule of Activity of the Landfill Management Escrow Account.

NRRL is located 2.5 miles north of Raiford, Florida on State Road 121 in Union County, Florida.  RFP packages can be picked up at the NRRL Administration Office, 24276 NE 157th Street, Raiford, Florida 32083 or can be distributed upon request via email to [email protected].  Completed RFP packages shall be mailed to the NRSWA, P.O. Box 647, Raiford, Florida 32083-0647 or delivered to the NRRL Administration Office.  After the RFP opening, the packages will be examined for completeness and preserved in the custody of the Executive Director.  The NRSWA reserves the right to reject any or all RFP responses or a portion thereof for any reason. The Department of Environmental Protection gives notice of its intent to issue a permit (copy of conditions attached) for the proposed project as detailed in theapplication specified above, for the reasons stated below.

The applicant, City of Starke, applied on January 13, 2021, to the Department of Environmental Protection for a permit to operate Starke WWTF, which is an existing 1.65 MGD annual average daily flow (AADF) permitted capacity, conventional, activated sludge WWTF consisting of coarse screening, a flowequalization basin, influent screening, a vortex grit removal unit, two aeration basins, two clarifiers, a chlorine contact chamber, and an effluent pump station.The final effluent is either discharged to Alligator Creek or pumped to a restricted public access irrigation system. The biosolids are treated to meet either Class AA or Class B which then can be applied on the Starke BioSod land application site (ID: FLA906891). The facility is located at latitude 29° 56′ 16.16″ N and longitude -82° 06′ 55.16″ W, on 602 Edwards Road, Starke, Florida 32091 in Bradford County.

The Department has permitting jurisdiction under Chapter 403, Florida Statutes (F.S.), and applicable rules of the Florida Administrative Code (F.A.C.). Theproject is not exempt from permitting procedures. The Department has determined that a wastewater permit is required for the proposed work.

Based upon the application and supplemental information, the Department has determined that the applicant has provided reasonable assurance that theabove described wastewater project complies with the applicable provisions of Chapter 403, F.S., and Title 62 of the F.A.C.

The New River Solid Waste Association (NRSWA) is issuing a Request for Proposal (RFP) for Auditing Services at the New River Regional Landfill (NRRL), an active municipal solid waste landfill in Union County, Florida. The Accounting Firm shall be qualified certified public account firms in the State of Florida, pursuant to Section 218.391, Florida Statutes.  The selected Accounting Firm shall perform annual external independent audit and the Schedule of Activity of the Landfill Management Escrow Account.

NRRL is located 2.5 miles north of Raiford, Florida on State Road 121 in Union County, Florida.  RFP packages can be picked up at the NRRL Administration Office, 24276 NE 157th Street, Raiford, Florida 32083 or can be distributed upon request via email to [email protected].  Completed RFP packages shall be mailed to the NRSWA, P.O. Box 647, Raiford, Florida 32083-0647 or delivered to the NRRL Administration Office.  After the RFP opening, the packages will be examined for completeness and preserved in the custody of the Executive Director.  The NRSWA reserves the right to reject any or all RFP responses or a portion thereof for any reason.
