Call for Request for Proposals (RFP)

Landfill Leachate Pretreatment System Project RFP # 21-11

The New River Solid Waste Association (NRSWA) is issuing this Request for Proposal (RFP) for developing a landfill leachate pretreatment system project at the New River Regional Landfill (NRRL), an active municipal solid waste landfill in Union County, Florida. The Vendor shall be qualified to design, permit, construct, operate and maintain the proposed project.  The selected Vendor shall be required to assume full responsibility for all services offered in their proposal.  A pre-proposal meeting and site tour will be held on Thursday, September 23, 2021, at 10:00 AM (Eastern Time) at the NRRL.  Attendance is strongly encouraged but not mandatory.

NRRL is located 2.5 miles north of Raiford, Florida on State Road 121 in Union County, Florida.  RFP packages can be picked up at the NRRL Administration Office located at 24276 NE 157th Street, Raiford, Florida 32083 or can be distributed upon request via email to [email protected].  Completed RFP packages shall be mailed to the NRSWA, P.O. TOWN OF WORTHINGTON SPRINGS ORDINANCE NO. 2021-8

AN ORDINANCE OF THE TOWN OF WORTHINGTON SPRINGS, FLORIDA, ABOLISHING THE CODE ENFORCEMET BOARD AND EMPOWER THE TOWN COUNCIL TO APPOINT A SPECIAL MAGISTRATE WHO WILL HAVE THE SAME STATUS AS THE CODE ENFORCEMENT BOARD DID UNDER WORTHINGTON SPRINGS ORDINANCE NO. 2004-03 WHEREAS, the Town of Worthington Springs Ordinance No. 2004-03 provides for a Code Enforcement Board to enforce its ordinances in the interests of public welfare; and, WHEREAS, the Town has been unable to find citizens willing to serve on the Code Enforcement Board; and WHEREAS, the Town Council has determined that it is necessary to find an alternative system of Code Enforcement in order to serve the public good; and WHEREAS, Chapter 162 Florida Statutes allows alternatives to a volunteer board for the enforcement of municipal ordinances, NOW THEREFORE, be it ordained by the Town of Worthington Springs, Florida, that its Code of Ordinances, be supplemented as follows:

SECTION 1. SHORT TITLE

This Ordinance shall be known as the “Code Enforcement Magistrate Ordinance”

SECTION 2. PURPOSE.

To provide a workable system to enforce the ordinances of the Town of Worthington Springs.

SECTION 3. AUTHORITY.

The Town Council is authorized to adopt an ordinance abolishing the Code Enforcement Board and appointing a Special Magistrate with the same powers as that board under 162.03 Florida Statutes.

SECTION 4. DEFINITIONS

Special Magistrate and Code Enforcement Magistrate in this context shall mean the Special Magistrate appointed by the Town to serve in a code enforcement capacity.

SECTION 5. CODE ENFORCEMENT BOARD ABOLISHED

The Code Enforcement Board established by Town Ordinance No. 2004-3 is hereby abolished.

SECTION 6. SPECIAL MAGISTRATE

The Town Council is hereby empowered to appoint a Special Magistrate with all the powers of the Code Enforcement Board outlined in Ordinance No. 2004-3 and other Ordinances.

The Town may set qualifications, compensation, and term of the Special

Magistrate by Resolution, but may not resolve to raise qualifications, lower

compensation, or shorten the term effective during the term of a currently

serving Special Magistrate.

The Special Magistrate may rely on Town Ordinances and applicable Statutes

of the State of Florida.

All references to “Code Enforcement Board” in existing ordinances shall be

replaced with “Special Magistrate”

SECTION 7. SEVERABILITY.

If any section, subsection, sentence, clause, phrase or portion of this Ordinance, or application hereof, is for any reason held invalid or unconstitutional by any court of competent jurisdiction, such portion or

application shall be deemed a separate, distinct, and independent provision and such holding shall not affect the validity of the remaining portions thereof.

SECTION 8. EFFECTIVE DATE

This ordinance shall take effect immediately upon adoption.

Call for Request for Proposals (RFP)

Landfill Leachate Pretreatment System Project RFP # 21-11

The New River Solid Waste Association (NRSWA) is issuing this Request for Proposal (RFP) for developing a landfill leachate pretreatment system project at the New River Regional Landfill (NRRL), an active municipal solid waste landfill in Union County, Florida. The Vendor shall be qualified to design, permit, construct, operate and maintain the proposed project.  The selected Vendor shall be required to assume full responsibility for all services offered in their proposal.  A pre-proposal meeting and site tour will be held on Thursday, September 23, 2021, at 10:00 AM (Eastern Time) at the NRRL.  Attendance is strongly encouraged but not mandatory.

NRRL is located 2.5 miles north of Raiford, Florida on State Road 121 in Union County, Florida.  RFP packages can be picked up at the NRRL Administration Office located at 24276 NE 157th Street, Raiford, Florida 32083 or can be distributed upon request via email to [email protected].  Completed RFP packages shall be mailed to the NRSWA, P.O. Box 647, Raiford, Florida 32083-0647 or delivered to the NRRL Administration Office.  After the RFP opening, the packages will be examined for completeness and preserved in the custody of the Executive Director.  The NRSWA reserves the right to reject any or all RFP responses or a portion thereof for any reason. Any RFP responses received after the specified time and date will not be considered. Contact the NRSWA office at 386-431-1000 for questions concerning the RFP submittal. The RFP submittal DEADLINE is Tuesday, October 5, 2021 at 3:00 p.m. (Eastern Time).
