DEPARTMENT OF ENVIRONMENTAL PROTECTION

NOTICE OF DRAFT PERMIT

The Department of Environmental Protection gives notice of its preparation of a draft permit to The Chemours Company FC LLC, Jody S Sciance, Post Office Box 753, Starke, Florida32091 for operation of Florida Mine – Trail Ridge (FL0000051), which is an existing industrial wastewater treatment facility, discharging 40.0 MGD of treated process wastewater and stormwater to Alligator Creek and discharging of stormwater and treated process wastewater to an existing ditch, which then discharges into the Southwest Quadrant Pond with eventual discharge into Blue Pond, which is the portion of Alligator Creek which flows south in Clay County. The facility is located at latitude 29° 54′ 46.15″ N, longitude -82° 01′ 52.35″ W, on 4641 State Road 230, Starke, Florida 32091-9787 in Bradford County. The Department has assigned permit file number FL0000051-015-IW3S to the proposed project.

The permit application file and supporting data are available for public inspection during normal business hours, 8:00 a.m. to 5:00 p.m., Monday through Friday, except legal holidays, at the Department’s Northeast District Office, 8800 Baymeadows Way West, Suite 100, Jacksonville, Florida 32256-7577, at phone number (904)256-1700.

NOTICE OF RIGHTS

The Department intends to issue the permit unless as a result of public comment appropriate changes are made.

Written Comments or Request for Public Meeting

Any interested person may submit written comments on the Department’s proposed permitting decision or may submit a written request for a public meeting to D. Anh Vo, P.E. 8800 Baymeadows Way West, Suite 100, Jacksonville, Florida 32256-7577, in accordance with Rule 62-620.555, F.A.C. The comments or request for a public meeting must contain the information set forth below and must be received in the Department’s Northeast District Office.

A statement of how and when notice of the Department’s action or proposed action was received;

A statement of the facts the Department should consider in making the final decision;

If desired, a request that a public meeting be scheduled, including a statement of the nature of the issues proposed to be raised at the meeting.

If a public meeting is held, any person may submit oral or written statements and data at the public meeting on the Department’s proposed action. As a result of significant public comment, the Department’s final action may be different from the position taken by it in this draft permit.

Time Period for Submitting Written Comments or Requesting a Public Meeting

Comments submitted by any persons other than the applicant, and other than those entitled to notice under Rule 62-620.550, F.A.C., must be received within 30 days of publication of the public notice. Failure to submit comments or request a public meeting within this time period shall constitute a waiver of any right such person may have to submit comments or request a public meeting under Rule 62-620.555, F.A.C.

If a public meeting is scheduled, the public comment period is extended until the close of the public meeting. However, the Department may not always grant a request for a public meeting. AND ANTENNAS SPECIAL PERMITS

BY THE PLANNING AND ZONING BOARD OF THE CITY OF STARKE, FLORIDA, AND THE LOCAL PLANNING AGENCY OF THE CITY OF STARKE, FLORIDA, NOTICE IS HEREBY GIVEN that, an ordinance declaring an extension of the moratorium on the acceptance of applications and processing of applications for telecommunications towers and antennas special permit approval and issuance of telecommunications towers and antennas special permits, as described below, will be heard by the Planning and Zoning Board of City of Starke, Florida, serving also as the Local Planning Agency of City of Starke, Florida, at a public hearing to be held on July 17, 2023 at 6:00 p.m., or as soon thereafter as the matter can be heard in the City Commission Meeting Room, City Hall located at 209 North Thompson Street, Starke, Florida.

Ordinance No. 2023-06, an ordinance by the City Commission, amending Ordinance No. 2023-02 to extend the existing moratorium on the acceptance ofapplications and processing of applications for telecommunications towers and antennas special permit approval and issuance of telecommunications towers and antennas special permits for an additional period of 60 days.

At the aforementioned public hearing, all interested persons may appear and be heard with respect to Ordinance No. 2023-06, adopting said extension of the telecommunications towers and antennas special permits moratorium on the date, time and place as stated above.

Copies of the Ordinance No. 2023-06 are available for public inspection at the City Building and Zoning Department, located at 209 North Thompson Street, Starke, Florida, during regular business hours.
