SUMMARY: REVISIONS:   Clarifications on firearms on employees, vehicles and school property.

SUMMARY OF STATEMENT OF ESTIMATED REGULATORY COSTS AND LEGISLATIVE RATIFICATION:

The School Board has determined that this policy will not have an adverse impact on small business or likely  increase directly

or indirectly regulatory costs in excess of $200,000 in the aggregate within one year after the implementation of the policy.

A statement of estimated regulatory costs (“SERC”) has not been prepared by the School Board.

The School Board has determined that the proposed policy is not expected to require legislative ratification based on no SERC being required at this time by F.S. 120.54 or F.S. 120.541. In the event a SERC becomes required, the School Board will promptly prepare one.

Any person who wishes to provide information regarding the statement of estimated regulatory costs, or to provide a proposal for a lower cost regulatory alternative must do so in writing within 21 days of this notice.

LEGAL NOTICE

Request for Qualifications

The City of Lawtey, Florida requests proposals from qualified individuals or firms to provide Engineering Services for a State of Florida Department of Environmental Protection, State Revolving Fund (DEP SRF) water system improvements project(s). The city anticipates receiving funding from the FDEP-SRF and possibly other funding programs including, Suwannee River Water Management District (SRWMD) and Rural Infrastructure Fund (RIF) for water system improvements.

Engineering services may include planning, funding assistance, preliminary engineering, topographic surveying, testing, engineering design, cost estimating, permitting, bidding, construction administration, and resident observation.

Proposals will be considered on an equal competitive basis. No proposal will be accepted from individuals or firms placed on the convicted vendor list following a conviction of a public entity crime.  Proposals for services will be evaluated in accordance with the requirements of Florida Statutes 287.055, the Consultants’ Competitive Negotiation Act, using the following scoring criteria:

Engineering Services:

(1)  Knowledge of State & Federal Rules Governing the FDEP-SRF Program as well as Other  Grant Programs; 30 points

(2)  Experience with Projects Funded through CDBG, USDA, FDEP, SRWMD, RIF and other Grant Programs; 30 points            

(3)  Experience with Municipal Water Projects; 15 points

(4)  Management and Staffing; 15 points

(5)  Ability to Become Quickly Familiar with Local Conditions; 10 points

Engineering fees will be negotiated after ranking, in compliance with the Florida Consultants’ Competitive Negotiation Act. 

An original and six (6) copies of sealed proposals, marked “RFQ for Consulting Engineering/FDEP-SRF Services” must be received by 2:00 p.m., July 28, 2023, at City of Lawtey, City Hall located at 2793 Lake St. Lawtey, Fl. 32058.

Proposals will be opened at 6:00 p.m. or as soon thereafter as possible, on, July 31, 2023 and evaluation and selection will occur in accordance with Florida Statutes 287.055, the Consultants’ Competitive Negotiation Act requirements at a time and place to be determined.

The City Commission of Lawtey, Florida reserves the right to reject any or all proposals, to waive any minor in formalities or minor irregularities in the proposal process, all things being considered equal.
