These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the City of Starke, Florida.
REQUEST FOR RELEASE OF FUNDS
On or about May 28, 2024 the City of Starke, FL will submit a request to the Florida Department of Commerce (FC) for the release of Community Development Block Grant (CDBG) funds under Title I of the Housing and Community Development (HCD) Act of 1974, as amended, to undertake a public infrastructure improvements project within the City of Starke.
The proposed activity is the replacement of deteriorated water mains with safer more durable PVC water mains within the City of Starke, which is the County seat of Bradford County, Florida. The project will also involve installing/replacing fire hydrants in the same area that is served by the replaced water mains. The proposed water line replacement and fire hydrant activities will take place in Service Area #1 which includes the Old Lawtey Road and E. Brownlee Street area. The replaced water line will extend from Oak Street along Brownlee Street in an eastward direction for 1240 LF to Old Lawtey Road. From there the line will extend northward for 1275 LF along Old Lawtey Road to Crum Street. The fire hydrants will be located on the replaced water lines and at street intersections within the service area. The proposed locations include Oak Steet/North Street; Pine Street/Florida Street; Keller Street/North Street; Old Lawtey Road/Crosby Street; Keller Street/Brownlee Street; Pine Street/Brownlee Street; and Oak Street/Crosby Street. The area of benefit for these improvements is bounded by Oak Street to the west, Old Lawtey Road to the east, Pecan Tree Apartments to the south and North Street and Crum Street to the north. A portion of this area is located in the 100-year flood zone. After the water line and fire hydrant activities are completed, and if funds are available the City will use grant funds to install up to 54 water meters in Service Area 1. Also, the City will install one fire hydrant at the intersection of Crum Street and Old Lawtey Road, which is Service Area #2 and is also in the floodplain.
The anticipated funding sources for the proposed improvements include the following:
$700,000 from CDBG grant # 23DB-N10
$50,000 from the City of Starke, American Rescue Plan Funding
FINDING OF NO SIGNIFICANT IMPACT
The City of Starke has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at City of Starke City Hall, 209 N. Thompson Street, Starke, FL 32091, and may be examined or copied weekdays 9:00 a.m. to 4:00 pm., and by appointment during normal business hours.
PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the ERR to the City of Starke at 209 N. Thompson Street, Starke, FL 32091. Comments may also be submitted by email to [email protected]. Additional information may be obtained by contacting Russell A, Mullins, City Manager at (904) 964-5027. All comments must be received by May 27, 2024. Comments will be considered prior to the City of Starke requesting a release of funds. Comments should specify which notice they are addressing.
RELEASE OF FUNDS
The City of Starke certifies to the Florida Department of Commerce and HUD that Scott Roberts, in his capacity as Mayor consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. The State’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of Starke to use the CDBG funds.
OBJECTIONS TO RELEASE OF FUNDS
The Florida Department of Commerce will accept objections to its release of funds and the City of Starke certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of Starke; (b) the City of Starke has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient has committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by the State; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures at 24 CFR Part 58, Sec. 58.76 and shall be addressed to the Florida Department of Commerce, CDBG Program, MSC-400, 107 East Madison Street, Tallahassee, FL 32399-6508. Potential objectors should contact the City of Starke to verify the actual last day of the objection period.

Emergency Food and Shelter Program Advertisement
UNION COUNTY
The Union County EFSP/FEMA Phase 41 Local Board has been awarded $5,113 in federal funds made available through the Department of Homeland Security (DHS)/Federal Emergency Management Agency (FEMA) under the Emergency Food and Shelter National Board Program to supplement emergency food and shelter programs in the county.
The selection was made by a National Board that is chaired by the U.S. Department of Homeland Security’s Federal Emergency Management Agency and consists of representatives from American Red Cross; Catholic Charities, USA, National Council of Churches of Christ in the USA; The Jewish Federations of North America; The Salvation Army; and, United Way Worldwide. The Local Board was charged to distribute funds appropriated by Congress to help expand the capacity of food and shelter programs in high-need areas around the country.
A Local Board made up of representatives of various community agencies will determine how the $5,113 awarded to Alachua County are to be distributed among the emergency food and shelter programs run by local service agencies in the area. The Local Board is responsible for recommending agencies to receive these funds and any additional funds made available under this phase of the program.
Under the terms of the grant from the National Board, local agencies chosen to receive funds must:
1) be private voluntary non-profits or units of government,
2) be eligible to receive Federal funds,
3) have an accounting system,
4) practice nondiscrimination,
5) have demonstrated the capability to deliver emergency food and/or shelter programs, and
6) if they are a private voluntary organization, have a voluntary board.
Qualifying agencies are urged to apply. ORDINANCE 2024-04
AN ORDINANCE ESTABLISHING THE LEVY OF AN AD VALOREM TAX NOT TO EXCEED ONE HALF (½) MILL TO BE USED FOR THE FUNDING OF THE UNION COUNTY SPECIAL LIBRARY DISTRICT
WHEREAS, the board of County Commissioners of Union County , Florida has created a Union County Special Library District by Ordinance 88- 3, and
WHEREAS, it is necessary to fund the Union County Special Library District by levy of up to and not exceeding one half (½) mill of ad valorem taxes;
NOW, THEREFORE, BE IT ORDAINED by the Board of County Commissioners of Union County, Florida, as follows:
SECTION 1, FUNDING
- The Board of County Commissioners herein directs the Union County Supervisor of Elections to place upon the First Primary Election Ballot, to be held August 20, 2024, the following:
For the continued funding of the Union County Special Library District by taxation of up to (½) mill of ad valorem taxes.
Against the continued funding of the Union County Special Library District of taxation of up to one half (½) mill ad valorem taxes.
- The Clerk of the Board of County Commissioners is hereby directed to forward a certified true copy of this Ordinance to the Union County Supervisor of Elections upon its final adoption.
- If the majority of the qualified electors voting in the referendum election, called for and provided in Section 2(A) above, vote in favor of the funding of Union County Special District, then, in that event, the funding of the Union County Special Library District for fiscal years October 1, 2025 through September 30, 2027, will be taxation of up to (½) mill of ad valorem taxes, and all property subject to assessment of ad valorem taxes shall be taxed accordingly.
- If the majority of qualified electors voting in the referendum election,
provided for in Section 2 (A) above, vote against the funding of the Union County Special Library District, then, in that event, this Ordinance shall be automatically repealed.
SECTION 2, DISPOSITION OF PROCEEDS
Those funds obtained from the levy of the ad valorem taxes on all real and tangible, taxable property within the boundaries of Union County Special Library District, shall be used solely for the purpose of construction, operating and maintaining the Library facilities to the citizens of Union County, Florida and for no other purpose.
SECTION 3, COLLECTION OF AD VALOREM TAXES FOR THE UNION COUNTY SPECIAL LIBRARY DISTRICT
The herein provided for the ad valorem tax shall be levied and collected in the manner provided for the levy and collection of the County ad valorem taxes. The Union County Board of Commissioners shall certify annually to the Property Appraiser of Union County, Florida the millage to be levied for the Union County Special Library District. Taxes collected shall be remitted by the Union County Tax Collector to the Clerk of the Court in and for Union County, Florida who shall be the Ex-Officio Clerk and Treasure for the Union County Special Library District.
SECTION 4, REIMBURSEMENT FOR FUNDS FOR ADMINISTRATIVE ASSISTANCE BY COUNTY OFFICERS
All cost and expenses incurred by a Constitutional Officer of Union County, Florida in performing any of the provisions of this ordinance may be reimbursed by the Union County Special Library District to said Constitutional Officer; said reimbursements however, shall not collectively exceed ten percent (10) of the revenues collected within the Union County Special Library District in any budget year.
SECTION 5, CONSTRUCTION
This Ordinance shall be liberally construed in order to effectuate the legislative intent of the Board of County Commissioners, Union County, Florida.
SECTION 6, SEVERABILITY
It is declared to be the intent of the Board of County Commissioners, Union County, Florida, that if any section, subsection, sentence, clause, phrase or provision of the Ordinance is held invalid or unconstitutional such invalidity unconstitutional shall not be construed as to render invalid or unconstitutional the remaining provisions of this Ordinance.
SECTION 7, EFFECTIVE DATE
This Ordinance shall become effective by law.
