Notice of Finding of No Significant Impact and Record of Decision
Environmental Assessment for Facility and Infrastructure Improvements at the
Keystone Heights Airport
Keystone Heights, Florida
The Federal Aviation Administration, Orlando Airports District Office, has announced that a Finding of No Significant Impact (FONSI) and Record of Decision (ROD) has been approved based on the findings of an Environmental Assessment (EA) prepared for proposed facility and infrastructure improvements at the Keystone Heights Airport (42J). The overall Proposed Project components evaluated in the EA are summarized below.
Construct an aircraft maintenance and training facility on an approximately 17-acre site located on the south side of the airfield. The aircraft maintenance and training facility will support comprehensive training simulator-based and infield training programs for P-3 aircrew positions, provide ground operator and maintenance personnel training platforms and classes, and expand logistics and shipping warehouse space.
Construct approximately 4,330 linear feet of a new 2-lane access road to provide additional access between SR 100, the Airport terminal, and future development sites on Airport property. Construct roadway traffic safety and capacity improvements, including acceleration and deceleration lanes on SR-100 west of the Airport, and improve the existing intersection of SR-100 and Airport Road.
Clear and grade approximately 51 total acres of undeveloped Airport property for future non-aeronautical commercial and light industrial development.
Install fiber optic broadband internet infrastructure throughout the airport, adjacent to existing and proposed access roads or within existing utility easements.
An economic analysis forecasts that the Proposed Project will serve as a catalyst for three to four aviation based and/or manufacturing based companies, generating a minimum of 160 new jobs, an annual employment impact of $7.2 million, and a capital investment projection of approximately $16.4 million over the first four years of project operations. In addition to recruiting potential new businesses, 42J is currently home to existing businesses who require the expansion of nonaeronautical development space, increased airport roadway access, and improved telecommunications capabilities that would be realized with the Proposed Project.
As described in the EA, the aircraft maintenance and training facility would increase Lockheed P-3 Orion aircraft operations at 42J. Current operations at 42J are approximately 36,896 annually. An aircraft operation is defined as one take-off or one landing. The Proposed Project is forecasted to generate an additional 26 annual aircraft operations at 42J in 2024 and 296 additional operations in 2029. The EA analyzed the increase in aircraft noise levels associated with this increase in aircraft operations. There will be a minor increase in aircraft noise because of the Proposed Project, but the DNL 65 dB contour remains on airport property and all land uses within the contour remain compatible. No residences or other noise-sensitive structures are affected.
A Traffic Impact Analysis (TIA) projected that the Proposed Project could add up to 226 peak hourly vehicle trips on SR-100 by 2025, and up to 1,308 peak hourly vehicle trips by 2035.
The TIA further assessed the projected Level of Service (LOS) at the existing SR-100/Airport Road intersection and at the intersection of SR-100 and the proposed access road at 81st Street. Impacts to local traffic patterns affecting the LOS at these intersections are not significant when mitigation measures, which are included as part of the Proposed Project, are implemented.
Approximately 2.19 acres of Zone A floodplain intersect with the Proposed Project. Zone A is defined as those areas subject to inundation by the one percent annual chance flood event. Floodplain impacts were evaluated to determine the magnitude and potential effects of 100-year floodplain encroachment. The Proposed Project would include unavoidable floodplain encroachment, but impacts are not considered significant. Floodplain encroachment will be mitigated by drainage system improvements that will be designed to properly convey and store stormwater and will not impede floodwater flows during major storm events.
In addition, the Proposed Project is not expected to impact air quality, protected species or their habitats, historical and cultural resources, or wetlands and other water resources. The EA did not identify any significant environmental, social, or economic impacts associated with the overall Proposed Project or FAA’s Proposed Action.
The FONSI/ROD indicates that the FAA Proposed Action is consistent with existing environmental policies and objectives as set forth in the National Environmental Policy Act of 1969 in that it will not significantly affect the quality of the human environment.
