NOTICE TO BIDDERS

Sealed proposals, in duplicate, will be received by the Keystone Heights Airport Authority in the Conference Room at the Keystone Heights Airport Terminal Building, located at 7150 Airport Road, Starke, Florida 32091, until 2:00 PM EDT on April 25, 2023 at which time all proposals received will be publicly opened and read aloud. Bidders are invited to submit proposals for:

REPLACE RUNWAY 11-29 EDGE LIGHTING, SIGNS, REILS, AND PAPI AT KEYSTONE HEIGHTS AIRPORT

The scope of the project includes removal and replacement of the airfield lighting system on R/W 11-29 to include runway edge lights, PAPI lights, REIL lights, guidance signs, underground conduit and wiring, anew

regulator, vault work, and associated work.

A non-mandatory pre-bid meeting and site inspection will be held at 2:00 PM on April 4, 2023 in the Conference Room at the Keystone Heights Airport Terminal Building. Bidders are strongly urged to attend.

The meeting will be held in person and as a Teams meeting for anyone who wishes to attend virtually. Contact Bill Prange prior to April 3, 2023 to receive the Teams meeting invitation.

Bidders are invited to submit Proposals for this work on the Proposal Forms provided. Other proposal forms will not be accepted.

The complete examination and understanding of the Contract Documents consisting of the Plans and

Specifications, and all addenda or other revisions, and Site of the proposed work is necessary to properly submit a Proposal. Contract Documents consisting of the Plans and Specifications, and all addenda or other revisions will be available on or before Friday, March 24, 2023 for examination or may be obtained from the offices of the AECOM, 7650 West Courtney Campbell Causeway, Tampa, Florida 33607, Phone (813) 636-2139 (Diane Kline). There is no fee to obtain a set of the Contract Documents. Printed copies of documents will not be made available. Only PDF project plans and specification files, either on CD or sent via File Transfer will be made available. Contractor must obtain the Contract Documents from the Engineer of Record in order to be considered a responsive bidder.

A Bid Bond in the form as bound in the Contract Documents or Certified Check in the amount of not less than five percent (5%) of the total amount bid must accompany each Bid.

Successful Bidder shall be required to execute and to provide a Payment Bond and Performance Bond each in an Amount of not less than one hundred percent (100%) of the total value of the Contract awarded to him with a satisfactory surety or sureties for the full and faithful performance of the work.

No bid may be withdrawn after closing time for the receipt of Proposals for a period of sixty (60) days.

The Keystone Heights Airport Authority reserves the right to waive any informalities or irregularities in or reject any or all bids and to award or refrain from awarding the Contract for the Work.
