The Bradford County Local Mitigation Strategy (LMS) Planning Committee/Workgroup will meet Thursday, March 2nd 2023 at 3:00 pm in the Bradford County Emergency Operations Center (EOC) located in the Bradford County Sheriff’s Office at 945B North Temple Avenue, Starke, FL.  Bradford County Emergency Management encourages any interested citizens and business owners to attend and provide input.  The Committee guides the preparation and contents of the Bradford County Local Mitigation Strategy which serves as the plan submitted to the Florida Division of Emergency Management to reduce the community’s long-term risk for protecting people and property from the effects of natural disasters and to build a safer and stronger community.

These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the City of Starke.

REQUEST FOR RELEASE OF FUNDS

On or about March 7, 2023 the City of Starke will submit a request to the Florida Department of Economic Opportunity (DEO) for the release of Community Development Block Grant funds under Title I of the Housing and Community Development (HCD) Act of 1974, as amended, to undertake a project within the City of Starke that will include the use of up to $700,000 in CDBG funds for the construction of building improvements to the RJE Renaissance Center which is located at 1080 North Pine Street, Starke, Florida 32091.  Also, up to $500,000 will be contributed to the project with funds from the American Rescue Plan provided by Bradford County.

Several building improvements are planned and will be addressed in order of priority until the grant funds are used up. The highest priority item is the replacement/repair of the roof, followed by the replacement of the south wall of the gymnasium. Also ranked as 2nd priority is the construction of a 30’x30‘concrete pad on the north side of the building. The third priority is modernizing the RJE Center restrooms. The fourth and fifth priorities include the installation of electrical upgrades for a

high efficiency HVAC system and an emergency generator. Priorities six, seven and eight include  replacement or repair of the RJE Center’s floors, one for one replacement of selected windows, and miscellaneous interior upgrades and repairs. Priority nine is minor site grading to control stormwater runoff, while the final priority (#10) is the installation of a 30’x30’ pre-manufactured building (pavilion) to be installed on top of the previously mentioned concrete pad. The CDBG-CV amount budgeted for construction activities is $623,000. The $500,000 in American Rescue Plan funds will be used primarily for roof repair/replacement activities.

Grant administration activities will include complete management and reporting for each project activity. Engineering/Architectural costs will include project inspection and construction contract administration. CDBG funds in the amount of $50,000 has been budgeted for grant administration, while $27,000 has been budget for Engineering/Architectural services.

FINDING OF NO

SIGNIFICANT IMPACT

The City of Starke has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at the City of Starke Clerk’s office located at 209 North Thompson Street, Starke, Florida 32091. The Environmental Review Record (ERR) can be examined at this location and/or copied on Mondays thru Friday between the hours of 9:00 a.m. and 4:00 p.m., or by appointment by contacting Jimmy Crosby, City Clerk at 904-964-5027.

PUBLIC COMMENTS

Any individual, group, or agency may submit written comments on the ERR to the City of Starke (Attention: Jimmy Crosby, City Clerk, 209 North Thompson Street, Starke, Florida 32091). All comments must be received by March 6, 2023. Comments will be considered prior to the City of Starke requesting a release of funds. Comments should specify which notice they are addressing.

RELEASE OF FUNDS

The City of Starke certifies to the Florida Department of Economic Opportunity and HUD that Scott Roberts in his capacity as Mayor consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied.  The State’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of Starke to use the CDBG funds.

OBJECTIONS TO RELEASE OF FUNDS

DEO will accept objections to its release of funds and the City of Starke certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of Starke; (b) the City of Starke has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient has committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by the State; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures at 24 CFR Part 58, Sec. 58.76 and shall be addressed to the Florida Department of Economic Opportunity, CDBG Program, MSC-400, 107 East Madison Street, Tallahassee, FL 32399-6508.
