The Project generally consists of sewer repairs in the City of Starke with rehabilitation that includes cast-in-place pipe lining, rehabilitation of existing manholes, and open cut sewer repair, reconstruction of an existing pump station, new force main route installation, SCADA upgrades throughout the wastewater collection system and pump stations, and all material and equipment, construction and services inherent to the Work.  The Work shall be substantially complete by January 31, 2023 to meet FDEP Consent Decree; Post Substantial Completion Punchlist (all Work except Warranty Inspection) shall be complete by March 2, 2023; and ready for final payment (Warranty Inspection complete) 14 calendar days prior to expiration of the Warranty Period (351 days from Substantial Completion).

Actual damages shall be assessed for failure to meet substantial completion to meet FDEP Consent Decree.  In addition, liquidated damages shall be assessed for failure to meet Post Substantial Completion Punchlist date and Final Completion.

A pre-Bid conference will be held at 11:00 a.m. local time on Monday, January 10, 2022 at City Hall, 209 North Thompson Street, Starke, FL 32091.  Bidders are encouraged to attend and participate in the conference in person or via web conference.  Participants attending the pre Bid conference in person must wear an appropriate face covering and follow the State, Federal, and local COVID-19 guidelines for face coverings, social distancing and safety protocols. Instructions for participating via web conference will be transmitted to registered Bidders and other interested parties by Addendum.

The Project being bid is subject to Section 255.20 Florida Statutes and other applicable Laws.  Also, Owner expects to finance the resulting Agreement/Contract with assistance from the Florida Department of Environmental Protection (FDEP), which administers a State Revolving Fund loan program supported in part with funds directly made available by grants from the United States Environmental Protection Agency (USEPA).  Neither the State of Florida nor the United States (nor any of their departments, agencies, or employees) will be a party to the resulting Agreement/Contract or any lower-tier subcontract.  Applicable requirements include and compliance with following:  Florida Administrative Code Chapter 62-503 (Revolving Loan Program) and/or Chapter 62-552 as applicable; applicable female participation; affirmative action and equal employment opportunity provisions; the American Iron and Steel requirements of H.R. 3547 “Consolidated Appropriations Act of 2014”; and the Davis Bacon Act and wages. 

Goal for female participation: 6.9 percent statewide

Goal for minority participation: 22.2 percent for Bradford County

PROFESSIONAL GENERAL & PLANNING ENGINEERING CONSULTING SERVICES AIRPORT IMPROVEMENTS AT

KEYSTONE HEIGHTS AIRPORT (42J)

Due Date and Time:  Feb. 10th, 2022 @ 4:00 p.m.

The Keystone Heights Airport Authority, Florida, pursuant to the “Consultant’s Competitive Negotiation Act” (CCNA) section 287.055, Florida Statues, as may be amended, and Federal Aviation Administration Advisory Circular 150/5100-14E, hereby requests statements of qualifications and performance data from professional engineering/planning firms (hereinafter “Consultant”), that are duly licensed and registered to practice in the State of Florida, and that desire to render such services for the Keystone Heights Airport (42J).

Services may include the performance of all preliminary, design, bidding and negotiation, and construction phase related services for general aviation planning, land acquisition, and site/civil development and reconstruction projects, including, but not limited to, surveying, subsurface explorations, geotechnical analysis, civil, structural, environmental, mechanical, electrical, landscaping, architectural,  bidding/award, construction administration, resident inspection, technical studies, preparation of plans, specifications, construction contract documents, engineer’s design reports, cost estimating and scheduling, grant administration and all other related services as may be requested by the Authority.

All Qualifications received in response to this RFQ will be reviewed by an Evaluation Committee.  In order to be considered, submittals must be received by the Airport Manager, Keystone Heights Airport Authority, 7150 Airport Road, Starke Florida, 32091, no later than 4:00 p.m. Thursday, Feb. 10th, 2021 which time all responses to this request will be opened and recorded in the presence of one (1) or more witnesses.
