AND NOTICE OF OPPORTUNITY FOR PUBLIC HEARING
Notice of Impacts to Floodplains in Accordance with Section 2(a)(f) of Executive Order (EO) 11988, Floodplain Management, and Section 7 DOT Order 5650.2, Floodplain Management and Protection
The Keystone Heights Airpark Authority (Authority) announces the availability of a Draft Environmental Assessment (EA) for Facility and Infrastructure Improvements at Keystone Heights Airport (42J) in Bradford County, Florida. Pursuant to Section 102(2)(c) of the National Environmental Policy Act (NEPA) of 1969, the Draft EA is being circulated for review and comment from the public and federal, state, and local agencies. Comments from federal, state, and local agencies, and the public, will be considered as part of the Final EA. The Final EA will be submitted to the Federal Aviation Administration (FAA) for the agency’senvironmental determination.
Proposed Project: The Proposed Project includes several access road and infrastructure improvements and a proposed maintenance and training facility that will be developed by an existing tenant. The Proposed Project consists of aircraft maintenance hangar(s), office space, and training facilities, and will provide parking and airfield access for P-3 Orion aircraft operating at the airport. It also includes access road improvements, expanding high speed broadband Internet infrastructure throughout the Airport’s leased areas, clearing and grading ±51 acres for near-term development, and providing vehicular access to these sites. All project components will occur on airport property. The Proposed Project will slightly increase annual aircraft operations, but no noise sensitive areas would experience a significant increase in noise and all noise increases will be contained entirely on airport property.
The EA discusses the Proposed Project, alternatives, and environmental effects in areas including air quality, biological resources, hazardous materials, cultural resources, noise, socioeconomics, and water resources. The Proposed Project will affect approximately 2.19 acres of 100-year floodplains. The Proposed Project includes mitigation measures for unavoidable impacts to these resources.

Notice of Opportunity for Public Hearing: The FAA and the Authority are providing an opportunity for a public hearing. Those wishing to request a public hearing on the Proposed Project must make their request by email or letter no later than 15 days from the date of publication of this notice (December 30, 2022), to the address below.
